It can happen that Offline Files and the Sync Center (mobsync.exe) are active even though you don’t use them. If you would like to turn them off and free up resources, this tutorial will show how.
How Do You Know Whether Offline Files is Enabled?
In Windows 7, Offline Files works together with the Sync Center. When turned on, you will see the Sync Center icon in the taskbar and a process running, named mobsync.exe.Open the Sync Center Window
First, you need to open the Sync Center window. This is shown in our previous tutorial: Use Network Folders & Files While Offline with Sync Center & Offline Files.There, click on Manage offline files.
Disable Offline files
In the Offline Files window, press the Disable offline files button.A notification will be displayed, stating that "Offline Files is disabled but active. Restart this computer to deactivate Offline Files."
Press OK and then you are asked to restart your computer.
Close any work you have open and press Yes.
After the reboot procedure, both Offline Files and the Sync Center are disabled.

This does not work always. if so, you shoud do this:
1 Go to Start/Run and type ‘regedit’. Hit the Enter key or click OK.
2 In the left hand registry editor window (the tree view) go to the following registry address:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\SyncMgr\Handlers
3 In there you should see a branch called: {08b0b2d5-3fb3-11d3-a4de-00c04f610189}
4 Right-click on the branch and select Delete from the context menu.
5 Restart your system and the icon should be gone.

I
have a feeling my sync problems arose with new QuickBooks installation.
I've been trying to shut this down or delete without success. Followed
your procedure and all good until I got to last step and branch is not
as you listed for Windows 7; mine reads ....

It seems you have your Offline Files feature still enabled. If not it is okay to remove its handler manually through registry using the method I described.
And don't worry the worst case scnario would be that Sync Center would no longer work nor start on logon which is what you want, right? ;)

According to MS, you can't stop the Sync Center. Obviously it can be prevent ed though :)
